Mascherano, the former Argentina midfielder, who took over as Inter Miami manager in November, replacing Gerardo "Tata" Martino, who resigned for personal reasons said the MLS salary cap would hinder a move for Neymar.
"We cannot talk about Neymar because we have nothing. Obviously, Neymar is a great player. Every coach in the world wants him. But at the moment, but you know the MLS rules around the salary cap. So for us in this moment, it's impossible to try to think about him.
"It's important to translate to the team not just my ideas on how to play but to try to enjoy day by day. Football you have to enjoy every training session to arrive to the matches in good condition to compete. So we will try this from the beginning and see if we can do it," he said via Reuters.
Neymar has struggled with injuries since joining Al-Hilal in 2023 for a reported €90 million fee, making only seven appearances.
Despite a successful regular season that saw Miami top the standings and win the Supporters' Shield with a record 74 points, they were eliminated in the first round of the MLS Cup playoffs.
