BUL, winners of last season's Stanbic Uganda Cup, have yet to find their footing since the departure of tactician Alex Isabirye.
KCCA FC have not won in the last three Startimes Uganda Premier League matches, and it looks like a crisis, but their visitors on Tuesday have gone 11 with no test of victory.
Manager Jackson Mayanja and striker Tshisungu Kankonde are suspended for crimes committed in the team's 1-0 loss to Vipers.
And in their absence, KCCA still failed to get onto the score sheet against Express and missed out on the opportunity to go top of the log.

UPL KCCA FC assistant manager Charles Ssenyange expects goals against BUL
None of the strikers at the club has been able to score consistently, which has left the team struggling for goals and relying on the likes of Rogers Mato.
The season's final three games will determine whether Vipers, KCCA or Villa will land the title.
And for KCCA, it all starts with the clash against BUL on Tuesday at the MTN Omondi Stadium, Lugogo.
By now, BUL must have forgotten how it feels like to win a game. They are yet to win a game in the second round but will be out to end that run against a KCCA side with eyes on the prize.
"We have prepared the boys very well to see that we have a very good game and to win it," BUL coach Simeone Masaba said ahead of the game.
"We haven't won any game in the second round, but we still have three to go so we can win, starting tomorrow," he added.

SUPL 11 on the bounce without a win for BUL
BUL FC have pushed further their winless streak to 11 games, after a barren stalemate with West Nile giants, Arua Hill SC at the FUFA Technical Center, Njeru on Wednesday.
They lie eighth on the 15-team log, with 34 points from 25 games.
KCCA need goals
Since squandering a two-goal lead to draw 2-2 with Onduparaka at home, KCCA have gone two games without hitting the back of the net.
And goals could prove crucial in determining which team wins the league title.
All three top teams are tied on 46 points and separated by goal difference.
Vipers are a goal difference of 19, while KCCA are on 15 and Villa is on 5.
With Mayanja serving his suspension, assistant manager Charles Ssenyange has emphasized the need for goals.
"In the remaining three games, goals will matter a lot, and all emphasis was on putting the ball in the net," Ssenyange said in his pre-match press conference Monday morning.
"But we won't forget to deny the opponent scoring against us," he added.
"The players have been gelling very well, and there's hope for scoring goals."
Muhammad Shaban, Brian Aheebwa and Charles Lwanga are the strikers available for Ssenyange to choose from, but they have yet to be consistent in front of goal.
