The two parties are said to have failed to agree on terms.
Fred has interested various top-flight clubs, with league champions Vipers SC, KCCA FC and Kitara FC all believed to have a keen interest.
Staying at Villa, however, is the player's priority, and the Jogoos will be confident of keeping him, but the numbers must be right.
Fred joined Villa from Booma FC and has since gone on to become one of the best centre-backs in the Startimes Uganda Premier League.
His value has since shot up with every passing game, and it is no surprise that teams are after his signature.
